Marco Penaranda was driving on Park Street in Hartford when he was killed by David Medina, who was speeding and apparently under the influence of drugs. Medina fled the scene and was later arrested after breaking into a nearby house. The Hartford Courant has an eloquent profile of Mr. Penaranda here.
